Hi,

I'd like to add a way to specify a zone keep-out area to footprints. 
For example, imagine a solder jumper:  there should not be any solder
resist between the pads, and there should not be any other copper
between the pads.

Preventing solder resist is simple: a pad on the mask layer.

However, I don't see a way to signal that no zones should be filled on a
specific (copper) layer.

How do you think this could be implemented?  I'll happily implement it
if we can agree on a spec.
