It is in "Gerber File Format Specification" revision J1 from Februari 2014.
So it is new. The attributes in the Gerber file are different from the
information in the netlist.

What about other EDA packages? Has it gained some usage?

The press release from December 2013 only lists Eurocircuits, LPKF and AT&S
(Eurocircuits and AT&S manufacture PCBs, LPKF makes PCB CNC routers and
other equipment). I am unaware of any EDA package supporting it.
