Well, if there isn't copper (or jumpers) it's not a layer for me. And
I pay less for the board. But obviously the board is not a moebius
strip, so it has two sides :P

Another very important case is boards with THT on one side and SMD on
the other. Countless power supplies are done that way.
Either way, it's not a problem. If I want to do a one layer board I just
use one and hide the other.
