As a rule there *can't* be disconnected edges on the border layer...
IDF and probably SPECCTRE too need closed polygons and the DRC and zone
filler need to convert the borders to a zone to work.
So I'd say that in some way the pcb edges should close to a polygon
(with holes). *Multiple* polygons could be debatable, however...
