No, it's special cased layer by layer in plot_board_layers.cpp; look for
calls to PlotLayerOutlines.

I think that reenabling the sketch/fill selector for DXF and casing on
that could get both of the functions:

- Sketch: thin line mode (old line), one line entity for line
- Fill: as today, do the big compound polygon thing
