I don't have an ideal solution to this. The whole industry section
mindset has to change to make it.

Last time we did something similar went somewhat as follows. The ones
who had the access to the standard described the contents in their own
words for the exact parts needed. The gaps were filled from various
sources and the implementation of details from the ones who had the
standard.

Regarding availability I would suggest visiting some technical
university library and ask from there. Here in Finland standards are
available for reading at the spot, but not for loan.

Somewhat annopying to go there sitting with a laptop for a day, but at
least possible.
