In general I suggest to try to comply to the gettext "way" of things...
In this case the "Standard" is (taken from the GIMP source dir):
* a directory called "po" _inside_ the source main dir where all translations
files reside;
* inside the po dir there one per language file like "it.po" and "fr.po"
or "pt_BR.po" etc. ;
* the list of the languages is a file named LINGUAS (uppercase)

with one language code per line like this (also from GIMP):
