In general I suggest to try to comply to the gettext "way" of things...

In this case the "Standard" is (taken from the GIMP source dir):

* a directory called "po" _inside_ the source main dir where all translations
  files reside;

* inside the po dir there one per language file like "it.po" and "fr.po"
  or "pt_BR.po" etc. ;

* the list of the languages is a file named LINGUAS (uppercase)
  see this: https://www.gnu.org/software/gettext/manual/html_node/po_002fLINGUAS.html#po_002fLINGUAS
  with one language code per line like this (also from GIMP):

 # please keep this list sorted alphabetically

 am
 [...]
 ca
 ca@valencia
 cs

 eu
 ...

* the list of source file dependency is in a file named POTFILES (upper
  case) see:
  https://www.gnu.org/software/gettext/manual/html_node/po_002fPOTFILES_002ein.html
  with _relative_ paths like this:

../kicad/class_treeproject_item.cpp
../kicad/class_treeprojectfiles.cpp
[...]
