Which fixes the problem of KiCad trying to create a board and schematic
file to a path where the user may not have write privileges when no
project is defined.  It does this by simply disabling the eescheam,
pcbnew, libedit, and modedit launch buttons and menu entries.  I tested
the patch and it works as expected.  I think it's a good solution to a
long standing issue.  Does anyone have any major objections to this
solution.  If not, I will commit this patch.
