Why do we need this file for github, when a new one can be created with the
new footprint library tables wizard?

If you package a stable package, where only the footprints are able to be
fetched "dynamically"  it makes no sense. IMHO they should be packaged by
the packagers statically. Because the sch symbols are so (and 3D models).
Feel free to oppose my suggestion.
