Technically this will always be true.  The nightly builds will have the
new features not in the stable release per our stable release policy[1].
 Immediately after a stable release there wont be much different between
the stable release and the development branch.  As time goes on, this
will be less and less so.  This statement should probably be more generic:

Note:  KiCad stable releases occur periodically per the "KiCad Stable
Release Policy".  New features are continually being added to the
development branch.  If you would like to take advantage of these new
features and help out by testing them, please download the latest
nightly build package for your platform.  Nightly builds may introduce
bugs but it is the goal of the KiCad Development Team to keep the
development branch as usable as possible during new feature development.

Please include the links to the stable release policy and the nightly
build page.
