I think that there are some tools and actions that should be accessible 
fast, with one hotkey, without the clarify selection menu. Probably most 
of time while designing take moving footprints and drawing tracks. So 
maybe some simple filter would be useful. It could be something like 
"Mode footprint..." in legacy canvas that allows moving only footprint 
so that there is no need for clarifying that user doesn't want to move 
overlapping text, track or anything else.
The actions that I think should be accessible immediately are:
- start track on active layer
- delete track (on active layer if more overlaps)
- delete segment (on active layer if more overlaps)
- move track (on active layer if more overlaps)
- move footprint (on active layer if more overlaps)
- change layer
- and maybe some other things that requires thousands of clicks on each 
board
