Nick,
Here's a fresh report from a clean Windows system:

uninstaller.exe needs to be signed
http://nsis.sourceforge.net/Signing_an_Uninstaller
And all of kicad's executables apparently don't mark as having
manifests (though they do) which I think is a kicad build problem with
the mingw_resource_compiler.
