No, this is not what I am asking. The po file should only be updated
by the respective translator for the given language.

Yeah, I am working on defining a better aligned release proposal, such
that the translators have a chance to complete their translations
before the actual release.
But this time, I merged master into the 4.0 branch and tagged it
4.0.2, this looked to be the most update version when loading in kicad
4.0.2.
