I do not understand very well your command line.
I am using W3 32 bits + msys2, but I believe it does not make difference.
On my msys2 the default is swig 3.0.6, and the executable is swig (in fact swig.exe), not swig3.0
and it is in /mingw32/bin (or /mingw64/bin for you)
Use command "type swig" or "type swig3.0" to know the actual path (and if file exists)
here is the result on my install:
jpc@jpc MINGW32 ~
$ type swig
swig est haché (/mingw32/bin/swig)
$ type swig3.0
bash: type: swig3.0 : non trouvé
Because swig3.0 is the default, adding -DSWIG_EXECUTABLE is useless (currently, your define is
perhaps incorrect and it explains the cmake errors)).
You are using the wxWidgets coming from msys2. So define wxWidgets_ROOT_DIR should be not necessary.
