Yup. I often use it to specify regions where I don't want components
placed,
like to set a 5mm border around the edge to keep things from being too
close.
That's about what I understood its purpose to be.

Currently, there is no specific code for the margin layer, so it has
*currently* no specific properties.
However, it is intended to define electrical margins (clearance) on a
board (first target: define a
clearance for board edges or define any clearance area inside a board,
just by placing lines of
defined width (clearance) on the board or on its outline)
This is currently a reserved layer, until some code relative to this
layer is written.
