There is no magic happening as such. The only thing to be aware of when
uninstalling on windows is that it will of course remove the installation
folder, so if you have used the python shell and installed stuff with pip
in there, that will be lost of course. But that is for advanced users, and
they probably know what they are doing then.

It should generally be fine to unstall a newer kicad onto an older
installation of kicad. It just works as a normap copy and overwrite
existing files afterall.

One thing to note that could become an issue is if schematic library
symbols are moves from one lib to another AND content change without
renaming, then eeschema could potentionally choose the old one.

But in general, both removing and then installing cleanly or just
installing on top should work jusy fine.
