FPID update.

I just renamed FPID to LIB_ID to make it generic to use for any type of
library instead of specific to footprint only libraries.  If you are
using FPID in any personal python scripts, you will have to change them
accordingly.  I apologize for the inconvenience but it would look rather
silly calling GetFootprint() when getting a symbol from a symbol library.
