Mmm, yes the rank and priority are of opposite value. But that is
already how the eagle plugin handles this.  Is there some bad side
effect of these being opposite that needs some other logic to be
handled properly?

What kind of format change?  Just remember that we should be able to
read old kicad board files without changing the design.
