I don't know what the state is for the libs. I guess it might be best to
just reuse the same from 4.0.6.

I tagged a couple bugs with 4.0.6, I think they are all fixed on the 4.0
branch.

I didn't check for changes in translations, they are probably minor, so we
may not loose a lot in that case.  I didn't poke the usual translators so
they may now know.

@Adam, we can reuse the scripts used for 4.0.6.

I would not think July 30th is safe, -- I would call it optimistic.  This
is mostly because I am off my workstation for a week and I would like some
time to sanity test the builds for windows, osx and ubuntu via the ppa.

I think tagging on friday is good.
