Have you tried to use the copy on write feature already available with the
fp lib table at least?

What about installing it in a system directory. and have kicad copy them
over to the user directory on first boot? that would probably work well for
multiuser systems, otherwise you'd have to copy it on every user of the
machine, even future ones.
