Forrest,

Commit access is only granted after a developer has shown that they have
the technical ability and the willingness to cooperate with the lead
developers.  It generally takes a significant amount of effort on your
part before the lead developers are convinced that it makes sense to
give you commit privileges.  The best way to do this is to start small
and work your way up.  That's pretty much been the way it has worked
everyone.  Thank you for your interest in contributing to KiCad.
