Rescue creates or updates a library containing symbols found in the
cache library that differ from or are missing from the library that was
used to add the symbol to the schematic.

Remapping is performed when all of the symbols in the schematic do not
have a valid LIB_ID having both a symbol name and library nickname.
Remapping attempts to convert a schematic created prior to the symbol
library table implementation.
