Some TOOL_EVT_UTILS were promoted to tool_event.h so they could be shared between eeschema and pcbnew.

A ! operator has been added to SELECTION_CONDITION.

The PCBNew grid command IDs were moved to kicad_id.h to keep them from colliding with eeschema IDs.  (Even though fast grid switching is only currently supported in PCBNew, the tool which supports it is in common and it was pulling in the IDs.)
