It should be sorted at runtime, in the current locale.  Then it's in 
lexicographic order regardless of language.

Note: I say this not having examined the code in the slightest, and 
don't know how dynamic (or non-dynamic) that particular dialog is.

Even when sorted by groups (assuming the groups make sense to every 
user, which is almost certainly not going to be the case), within groups 
a lexicographic sort would be helpful, unless groups are limited to, 
say, 5-10 items each.
