This is for historical reasons (KiCad/kicad-library was roughly the copy
of previous stable kicad (version 2013) library folder).

Be careful before moving files and folders.
Now the stable version is out, deleting or just moving existing folders
generate a lot of bug reports.

Especially, the default URL of 3D models folders is entered in Kicad.
It is very easy to change this URL, but it looks like many users are not
able to change a URL in Kicad config (see "bug reports" about fp lib
table and missing .pretty libs, each time a .pretty lib was removed  or
renamed).

Besides, footprint folders must *not* contain 3D models, only .kicad_mod
files.
