Regarding the refdes, I would suggest that it should be required on BOTH
the Fab and Silk layers, with the following conditions:

1. refdes on Fab layer should be placed in a central position such that
it is "inside" the footprint
2. refdes on Silk layer should be placed such that it is visible after
the component has been placed on the PCB
is that even possible with KiCAD? I can only set ONE layer for thze REFDES in the lib editor ...
