On the Kubuntu 19.04 release news post
(https://kubuntu.org/news/kubuntu-19-04-is-released-today/), there is a
link at the bottom of the page that reads "how to upgrade from 18.10"
but links to a page that describes how to upgrade from 18.04. It links
to this page https://help.ubuntu.com/community/CosmicUpgrades/Kubuntu
instead of this page https://wiki.ubuntu.com/DiscoDingo/ReleaseNotes
