Kubuntu removing flatpak

Hello Council,

With the recent post [1] I'd like to work on a blog post to talk about
the change and explain it to the community from the council as a whole.
Possibly with steps on how to add it back if they want to later on, this
would only effect new installs of 23.04 and not 22.04 or 22.10.

Before we do that I'd like to step back and apologize that I am the one
who signed the form saying that as a project we are fine with removing
flatpak from the seed. I did this Rik is on leave from the project and
was placed as the point of contact for the call. Going backwards I would
have done it differently and pushed it to the mailing list as a whole
and get folks in but it is rather difficult as all of the KC seems
rather distant and not always reachable other then a few. With that said
I should have handled it better and with more transparently and effect
on my part and I'm sorry for that.

Moving forward from where we are I think it is important to have a group
message on the blog explaining the position to the community.
