Hi, Daniel. This list is for discussion of improvements to the primary
Launchpad instance; support of standalone instances is not really within
the charter. (That's because we, meaning Canonical, only plan to
incorporate improvements that make sense for Launchpad.net anyway, so
that's what "launchpad-dev" means here.)
The license is still open source, with the caveat for image files noted
by Maxb in his followup, and anyone's free to start a development forum
for standalone instances. It's just that this forum is for improving
Launchpad.net specifically.
Since I'm posting anyway, though: I think I saw something near the
bottom of https://dev.launchpad.net/FAQ that might help; check there.
