Makes sense.

The project/foo namespace is the most convenient one, so it might be
good to allow branches to have names in it without tying them to series.
 I would expect a constraint that a shortcut could not have the same
name as a series.  If we decided to stop automatically granting names in
this space to series branches, we could drop that constraint.
