I really like "In Discussion".

1. I think it's a friendly, hopeful, term, which will make users feel
comfortable with the bug entering this status.
2. I think unlike other suggestions, it is a better fit as a status,
that is, as a description of the state the bug is in.
3. It communicates well what conditions need to be met for the bug to
leave this status, so I hope users will be less tempted to change it
in a status war.
