Perhaps we could get a small document (in the architecture overview or
whatever) explaining if a person did want to adopt this approach on a
particular feature, how they ought to go about it:

 * how you check config items in code and page templates
 * where you would add helper functions for "x% of users" or "if a
beta user" etc and how you would use them
 * how you ask for these things to be turned on or off

Or maybe this is already well known?
