Slight update to the previous deadline list:

> Wednesday 08:00 UTC - Buildbot is put into 'on demand' mode.
>
> Wednesday 12:00 UTC - Deadline for submitting to PQM.
>   All queued branches submitted to buildbot.

These two items will now be combined and will happen at ~13:00 UTC
(i.e. when Chex comes online). We're in good shape WRT CRBs, but I'd
rather have buildbot available in the morning without a LOSA around to
prod it than not.
