windmill failures should be fixed after next buildbot run

Wgrant and I were chatting about some windmill failures failing
locally... he tracked it down to rev 11825 in devel which broke a 1/2
dozen tests - they haven't been *flaky* they have been simply failing.

Ian, did you land that commit via ec2land?

Anyhow, the problem rev is being backed out now.
