You could set an alias for lp-propose to do "lp-propose :parent".  Then
you'd always propose for merging into whatever you branched from.  But
yes, people do have to decide at some point.

We already scour the project for popular targets.  We could just default
to the most popular target instead of defaulting to the development focus.
