Librarian won't start, sad panda

Hi folks,

I keep running into this nonsense every time I try to run any test:

Running canonical.testing.layers.AppServerLayer tests:
  Set up canonical.testing.layers.LibrarianLayer Traceback (most

"Could not kill stale process %s." % (self.pidfile,))
TacException: Could not kill stale process /var/tmp/fatsam.test/librarian.pid.

This happens in multiple branches. I've killed the librarian and
removed the pidfile, but the problem recurs with each test run.

I know we've seen this before... anyone remember how we made it go away?

TIA,

Graham
