I've added a 'DO NOT ROLLOUT' to the rollout request on LPS (but left
it there until the qatagger report shows the deploy would be broken),
and marked the bug rev 12251 noted with a bad-commit-12251 tag to tell
the tagger its broken.

Be sure to land the fix - whether a rollback or a tweak to make it
work with [rollback=12251] in the commit message, or qatagger will not
be able to accurately report on what revs are safe to deploy.
