I have seen this too.

Could it be because many of the members of ~loggerhead-team are
members via ~launchpad, the contact address of which is
launchpad-bugs@xxxxxxxxxxxxxxxx?

Perhaps the default reviewer for lp:loggerhead should be changed to
~launchpad-reviewers or ~canonical-launchpad-reviewers? Or a new team,
~loggerhead-reviewers say, which has one of the two aforementioned
teams as a member?
