reminder: bug expiry is turned on for launchpad projects

Bug expiry is turned on for most (should be all) launchpad projects.
So /do not/ put bugs to 'incomplete' unless you are in doubt that
there is a bug. Setting a bug to incomplete when it *is* a bug will
lead it to being expired inappropriately.
