Two RC fixes later, the QA reports are all green, with stable r13165 to
be deployed during the downtime. PQM is open again, and I've merged
db-stable r10651 into devel.

r13162 is currently being deployed to nodowntime, so we will just be
deploying the merge revision and the two RC fixes during downtime.
Assuming nothing goes wrong, the advanced bug subscriptions work will be
turned on for everyone a couple of hours after we come back up.
