I've been interested in this space for some time now.  I think that
deploying Launchpad as a private cloud client would give us more
flexibility, give developers a higher-fidelity environment, and allow us
to QA our work simultaneously with landing it.  The less-intrusive
installs would also be a win, especially for working with the buildd.

I think it probably can, but I think we need to formally commit
resources to doing it.

OpenStack is also moving away from using Launchpad and Bazaar for code
hosting, and some are pushing for switching other services to github as
well.
