No.

The dev wiki has the process docs.

The reason why non ~launchpad cannot arrange these is that a deploy is
one of the most risky things we do; knowing whats going out, whats in
it, and being around to deal with the fallout, and having the time and
knowledge to follow up are all important prequisites. Also seeing any
and all security bugs related to the deploy.
