Yes: adding the option to opt out of bug mail about changes that only
change the priority of a bug ;-) (bug 854307)

It would be a bit interesting to see which tags or themes apply to
bugs you decide to move up, or down.  Also, whether there seems to be
much correlation with the number of affected users, or bug heat.
