I've created a basic wiki page for lp:lp-dev-utils at
https://dev.launchpad.net/LaunchpadDevUtils. I suspect we eventually
want in-tree docs on readthedocs, but having a less rigorous area is
fine for now.

I did this so I can point folk at the shiny new apache log processing
functionality in the page-performance report, which Corey Goldberg
added, *and* be able to update the docs when folk tell us how wrong
they are :)
