[Bug 257572] [NEW] 'automated querying' restrictions may need rewording when API is released

When the API is released this section will need to be rewritten as it
was aimed primarily at screen-scrapers (hence the 'User-Agent'
language).

The email address listed has proved to be ineffective.  Since it was
added to this page there have been zero valid requests but hundreds of
spam messages.  It would be nice to remove the address completely.
