[Bug 263958] Re: PPA upload error explanations also relevant to official Ubuntu packagers

Following discussion with Celso, I propose we create a Packaging section
in the help wiki. We should then move the PPA page under the Packaging
section and split out the PPA page's upload errors section into a new
Packaging/UploadErrors page.

The Packaging page will direct people to the PPA page or to MOTU's
Getting Started guide (https://wiki.ubuntu.com/MOTU/GettingStarted) on
the Ubuntu wiki, should they be interested in learning about creating
official Ubuntu packages.

The Packaging hierarchy prepares us for any further Soyuz documentation
we may want to produce in the future.

Celso: I can redirect PPA --> Packaging/PPA but we'll also need to
change the link from the PPA page in LP.
