[Bug 332160] [NEW] Legal/ProjectLicensing is problematic for artwork

You have been subscribed to a public bug:

https://help.launchpad.net/Legal/ProjectLicensing states:
"To use Launchpad free of charge, a software project must meet these conditions.
It must include source code. (...)"

While some artwork branches could be set to meet that requirement by
including SVGs, there are cases where all that is there are bitmap
images. Think of wallpapers. Even gimp XCF files are not what one would
call source code.

It makes sense to track changes in bitmaps via bzr and to use LP for
making your work available for collaboration. So please change this
needless restriction.

** Affects: launchpad-documentation
     Importance: Undecided
         Status: New
