For permissions:
- You need nothing in the [DEFAULT] section
- You need to grant SELECT permission in the [public] section
- You need to grant SELECT, INSERT, UPDATE, DELETE in the [launchpad_main] section.

The comments need to be moved to comments.sql.

I don't understand why you want (flag, priority) UNIQUE. Is this because if a flag is in multiple scopes, one of the scopes must have a higher priority for that flag?
