Discussed this with Henning.  Ideally we'd have the UI elements comparing to Ubuntu appear only when there actually is a link to an Ubuntu package.

Until we fix up and run the message-sharing migration script, sometime after deploying Recife, the Changed column may not show anything meaningful for upstream projects so it's not worth putting back yet.  So landing this unchanged for now.
