This is a super-simple branch to get the newer version of lazr.smtptest in the tree (see https://code.launchpad.net/~gary/lazr.smtptest/threadsafety/+merge/67090 for those details).  This should make our appserver layer tests much more robust.

Note that the download-cache does not yet have the egg.  I'm waiting for Barry to approve the lazr.smtptest changes before I do that (and so, of course, before I land this branch).

The Launchpad test suite passes with the new version of lazr.smtptest (using "ec2 test -c").
